Maersk Oil Houston is looking for a driven Senior Contracts Engineer to join the Chissonga project.

This position represents an exciting opportunity to participate in a major offshore, deepwater field development at the start of its life cycle at the operator level.

The right candidate will provide contracting and procurement services and direction as an integral part of the Chissonga team, at all times ensuring that the governance requirements of Maersk Oil, its partners and the license issuer are met and the integrity of processes is upheld.
Key Responsibilities
Actively partcipate in tender clarification meetings with tenderers.
Preparation of contract Recommendations to Award.
Evaluate tenderer Due Diligence documentation/questionnaires and prepare Due Diligence Assessments.
Lead multiple internal stakeholders on high complexity CAPEX projects, ensuring project execution.
Apply cost consciousness as the fundamentals of cross-department approach in formulating the ITT.
Develop commercial evaluation models ensuring objective, quantifiable and transparent evaluations in compliance with the requirements of the ITT.
Advise the technical team in formulating the Technical Evaluation models in compliance with the ITT and the procurement process requirements.
Establish successful long-term trust-based relationships with internal and external stakeholders to deliver business objectives.
Demonstrate a result-oriented performance drive in a proactive team player manner.
Formulate and execute contracting strategies.
Conduct pre-qualification and tendering activities.
Drafting of commercial terms of contract and collaboration with technical, legal, financial and HSSEQ throughout tendering and contract execution.
Apply the principles of procurement governance as defined by MOG's Procurement Standard, the Project Execution Plan and best practice.
Detailed commercial analysis of bids for the provision of complex services across multiple locations, including Far East Asia, USA and Angola.
Interpret technical scopes of work and assess suitability for inclusion in a contract document.
Participate in the project Management of Change process, contractual disputes, claims and settlements from a commercial perspective.
Active preparation, promotion, and development of the Company's Incident Free goal.
Serve as the point of contact for both internal customers as well as the suppliers regarding all contractual issues.
Conduct post award contract administration in an effective and articulate manner.

Decision Making Authority and Accountability:

Participate in the negotiation and agreement of all commercial aspects of contracts.
The SCE’s shall be capable of working independently.

Primary Interfaces:
Facilities (Projects), Project Services, Drilling & Completions, Operations, international contractors, category managers, Strategic Sourcing, Maersk Oil Angola Procurement team.
Who we are looking for
Ten years + Oil & Gas experience including a minimum of three years in a similar role with an upstream oil and gas operator.
Good knowledge of sourcing goods and services in Oil and Gas Projects.
Knowledge of tendering processes including commercial evaluation and recommendations to award.
Knowledge of contract drafting and negotiation.
Ability to understand scopes of work, specifications, etc. to facilitate the development of appropriate evaluation criteria and pricing models.
Familiarity with procurement systems (SAP / Ariba / contract management systems).
Knowledge of operations of National Oil Companies (NOCs).
Experience in the Development phase of Oil & Gas projects.
Familiarity with due diligence procedures.
Good written and oral communication skills.
Respond to commercial queries with clarity.
Potential to develop analytical and problem solving skills.
Ability to interact in an articulate manner.
Ability to develop negotiation skills.
Team player.
The ideal candidate will have the potential to work well under pressure and multi-task, with good organization and planning skills.
Bachelor's degree in Supply Chain Management, Quantity Surveying, and/or business with a good level of understanding of contract and procurement tools and techniques.
