|The Pipelines Delivery Manager will be a major contributor in the preparation, consistency and quality of the following deliverable’s; Contract Strategy, ITT Packages, Tender Evaluation, Execution Strategy, Project Execution Plan, Project Interface Management Plan, Project Schedule, Project Quality Plan, Functional System Specifications, Basis of Design, Installation plan, HUC plan, Inspection and Test plans, Factory Acceptance Testing, Material Take-Off’s, Vendor Document Manuals, As-built Documents.|
Collaboration within the Integrated Project Team (IPT) is a fundamental aspect of the incumbent’s responsibilities, and therefore strong stakeholder management and understanding of the following work streams/areas is critical; Asset, Operations, Drilling, Facilities Engineering, HSSEQ, Interface Management, Pipeline Installation, Project Services, Contract Management and Procurement.
Through Line of Sight reporting and governance structure the Pipelines Delivery Manager is responsible for, but not limited to:
•Show leadership in accordance with the APMM Values and Maersk Oil’s Incident-Free program.
•Manage strategic and front-end processes
•Manage project complexity and planning aspects
•Manage front-end delivery aspects of the scope, in particular the ITT requirements with the Procurement Team
•Set-up and manage project delivery team, including; Work planning, resource management and schedule management
•Develop project/contract execution plans specific to this scope area
•Establish hand-over requirements, specifications and performance criteria, and manage system and facility hand-over of the Greenfield and Brownfield scope to the asset team per offshore location.
•Implement change control process and arbitrate on conflicts
•Manage Contract Execution, including contractor performance and quality assurance
•Manage Operational Assurance, with operations, including start-up and performance verification
•Ensure Process Safety developed, implemented and reinforced in the Package Scope
•Oversee the Package Scope contract execution through handover to Operations
•Manage technical documentation, field layouts, and specifications for the Package Scope
•Interface with the Operations and Drilling groups to ensure the Package Scope meets long term customer requirements
•Manage Project Execution and Integration into existing assets Develop and implement a Local Content Plan for Qatar
•Manage co-location of the Package Scope site teams with the Package Scope Contractor’s project execution teams
•Manage Package Scope Contractor engineering and fabrication activities at all engineering and fabrication sites
•Ensure Package Scope Contractor delivers a facility which meets all Maersk Oil technical requirements
•Coordinate Package Scope installation activities with the Integrated Project Team
•Deliver the Package Scope contract in line with project objectives
•Handover the Package Scope ready-to-operate to Operations leading flawless start-up and meeting performance requirements to/with Operations and achieving Facility Handover
•Complete all Package Scope documentation
The Pipelines Delivery Manager shall supervise the activities of the direct reports in the Pipelines Delivery Team (composition of the team as indicated earlier) in accordance with the following:
•Manage and coordinate the engineering activities to ensure Pipelines delivery scope of the project is executed in a safe, efficient, cost effective and timely manner;
•Manage the engineering functions of the Pipelines Delivery Team in order to monitor their progress, preparation of project-specific procedures, guidelines or work instructions, participation in, and recording of. meetings and the identification of project issues and problems relating to the team;
•Assure the Pipelines Delivery Team complies with established safety policies and procedures and practices and safe work habits throughout all stages/phases of the project;
•Manage the activities of the Pipelines Delivery Team in the preparation and consistency of the following deliverables; ITT Packages, Basis of Design, Project Execution Plans, Project Schedules, Project Quality Plans, Functional System Specifications, Statement of Requirements.
•Manage the Pipelines Delivery Team in the creation and coordination of the Pipelines scope input to the overall project schedules and cost estimates and monitor activities, progress, and milestones in accordance with the schedules and cost estimates.
|Who we are looking for|
•Bachelor’s Degree in an engineering discipline, Master’s in Engineering desirable, and a Project Management qualification is preferred, but recognized training in project management is acceptable.
•20 years of relevant Oil and Gas industry experience post-graduation, and;
•10-15 years’ experience on ITT package development, for FEED and detailed engineering phases on major Offshore Greenfield projects; Pipelines, Umbilical’s and Power Cable, and;
•Minimum 10 years as Delivery Manager with demonstrable experience of responsibility during FEED and Execute stages of upstream offshore oil & gas projects for major Greenfield Projects, with Brownfield, and preferably in the Middle East, and
•Being at least a Delivery Manager on one >US$500 MM package for a major Upstream Oil & Gas Project (Offshore) for Pipeline scope, including the ‘integration’ with Greenfield and Brownfield Facilities scope.
The ideal candidate applies professional engineering, construction, project management, contract management and project delivery principles, practices, and techniques to lead an Integrated Project Team, to ensure satisfied stakeholders, and allied with the following requirements:
•An overall understanding of entire technical value chain / project life-cycle and integration including; Strong communication, networking, collaboration and well developed team-working skills, especially in multi-discipline and multi-cultural teams;

•A strong understanding and experience in contract negotiations, management and delivery to allow the individual to lead the definition, development and execution of this delivery scope;
•A demonstrable experience of collaborating with operations in order to ensure project delivery, flawless start-up and world class performance in achieving facility hand-over to the Asset Team;
•A very strong mind-set on delivering against Cost and Schedule, but not at the expense of Quality and customer needs;
•A full knowledge of project specific FEED, EPC/EPIC execution strategies, and the ability to develop them to meet challenging project objectives and deliverables;
•An ‘Incident Free’ mind-set, and be a role model for their project team (Direct/Indirect hires);
•A proven HSSEQ leadership in managing and delivering large complex offshore oil & gas projects;
•A full understanding of how all elements of the project scope integrate and interface with each other and are managed to successfully deliver the right project outcome - from ITT, FEED, detailed design, construction, and through to commissioning and handover to operations;
•A high focus on identifying and delivering the identified deliverables, which meet customer expectations from a quality and performance perspective, with minimal integration challenges to current operations;
•A willingness and ability to work with all disciplines and nationalities;
•An excellent teamwork skills being able to work with the various sub-teams to resolve issues and reach decisions that are in the best interests of the integrated project team;
•An ‘Out of Function’ secondments or experience would be highly valued (e.g. to Operations, Drilling, Engineering, HSSEQ), including from a Contractor perspective;
•An ability to work effectively in a diverse, multidisciplinary team environment, including; Interface management experience, within facilities, and across other functions, especially Drilling;
•Strong Team Building, Development and Mentoring skills, and
•Candidate must be willing to frequently travel internationally (30%)
