Projects: Head of Project Services
|This Project Leadership Team opportunity is calling for a ‘highly’ experienced and motivated Head of Project Services, with a strong background in ‘Upstream’ Offshore Oil & Gas Capital Projects, with major Greenfield and Brownfield Scope, including Integration into existing assets. The incumbent will be responsible for developing the role and their team, and for leading the project services organisation in supporting the Integrated Project Team (IPT), initially through the Pre-FEED and DEFINE (FEED) stages, and on Project Sanction, the EXECUTE and SUPPORT & CLOSE-OUT Stages of a major Field Development Plan.|
Reporting to the Project Vice President (VP), the incumbent will hold a commensurate amount of responsibility, within the defined decision space and direction from the Project VP. In addition, the incumbent is required to interact regularly with key positions within the Project Leadership Team (PLT) and Facilities Management Team (FMT), and external stakeholders. This especially includes the FBS functions (Finance & Accounting, Information Solutions, Business Planning, and Procurement) and Asset Management Team (Integrated Activity Planning) within MOQ.
There are nine ‘core’ elements to this role, which incumbent shall be fully conversant with and deliver on according to the defined Scope, Objectives and Deliverables, namely; Financial, Estimating, Work Breakdown Structure, Project Controls, Change Management (Cost & Schedule), Information Solutions, Resource Management, Reporting and Administration, plus applicable and supporting; Technology, Systems, Tools and Processes. And, as these elements relate to the main project work streams; Drilling, Subsurface, HSSEQ, Procurement, Facilities, Human Resources, Integration, and Operations achieving ‘Top Quartile Project Delivery’ for a development of this scale and complexity. All of which shall be achieved to a defined level of ‘quality’ and ‘performance’, and a challenging set of internal stakeholder requirements, through to system and facility hand-over to Operations, and finally Project Close-out (Technical & Commercial).
The incumbent will be a ‘visible presence’ and ‘drive’ the; MO Safety Culture – ‘Incident Free’ and ‘Process Safety’ requirements, to the IPT, Contractors and 3rd parties alike, along with the Maersk Core Values.

|An effective Project Services organisation is essential to Top Quartile Project Delivery, with the Project Services team performing wide-ranging activities that span all stages of the Project Maturation Process (PMP). These activities help to maximise project value early in the project through effective planning and, in later stages, help to protect that value by controlling work against the plan, with two of the critical metrics being, Cost and Schedule.|
With this therefore in mind the incumbent is responsible for, but not limited to, the following:
•Ensure Project Director is provided for and supported on all aspects relating to project services;
•Ensure IPT is provided for and supported on all aspects relating to Project Services, this includes the Delivery Teams located in Contractors offices during the completion of FEED and EPIC scope;
•Liaise with colleagues in other Maersk Oil BUs to share knowledge;
•Develop a constructive and professional relationship with all ‘internal’ & ‘external’ stakeholders;
•Maintain relations with industry to ensure applications of best practices at all times;
•Uphold and be a role-model for the Maersk Core Values;
The incumbent is expected to ensure that all of the identified ‘core’ elements are adequately addressed by performing Peer Assists and Functional Reviews periodically throughout the Project Lifecycle.
•Understanding the Project Services organization which best fits the project, including the support requirements in the Contractors Offices, the roles needed and the positions that should only be filled by MO staff.
•Identifying project staff data which will be managed and reported.
•Developing a staffing plan to determine when and where staffs are needed.
•Coordinating the staff mobilization/demobilization process.
•Tracking who is working on the project, where they are located and how project costs are affected.
•Developing effective and successful Management Level (Levels 1 and 2) and Performance Level (Levels 3 and 4) project plans/schedules.
•Performing logic network planning using the Critical Path Method (CPM) for the development of all plans and schedules.
•Creating a Master Control Schedule to monitor and manage the project as one entity.
•Identifying and addressing schedule risk.
•Including clear contractor requirements in the Invitation to Tender to ensure proper planning and physical progress measurement.
•Identifying and maintain the coding/interface for/with Integrated Activity Planning (IAP), in the Asset Team.

|Candidate with |
•Bachelor Degree from a nationally accredited university within engineering;
•Graduate Degree business management or equivalent;
•Certified by an internationally recognized awarding body such as AACEI or similar for cost and an internationally recognized awarding body for planning such as PMI or similar.
•15+ years in Oil & Gas industry or similar industries (minimum 10 years in an Oil & Gas related position);
•Upstream Oil & Gas project experience in Greenfield and Brownfield Fixed Offshore platforms;
•Broad based international project experience and hands-on integrated project services experience, on at least one USD billion dollar project during Concept, Define and Execute Stages;
•Major projects, based upon excellent working knowledge from opportunity evaluation through to project execution and close-out;
•Managing commercial aspects of projects;
•Verifiable record in the successful provision of project services on at least one complex hydrocarbon project in a 'high-focus' environments, including development of cost estimates, schedules and budgets, and the monitoring of contractor performance against these;
•Project Services systems and procedures supported by current software applications - Excel, Questor, Primavera P6, SAP and PIMS;
•Financial and commercial impact of project and engineering decisions on project attractiveness and performance;
•Experienced in cost and schedule benchmarking, with IPA would be desirable;
•Development and application of cost and schedule risk analysis procedures and operations;
•Managing complex budgets of over USD 3,000 MM;
•Value Assurance Framework and drivers that impact the business.
•Fluent in both written and spoken English;
•Excellent skills in Microsoft Office suite, in particular; Outlook, Word, Excel, PowerPoint, etc.
•Must have a self-starter attitude with proactive, results-oriented focus; and willing and capable to assume additional responsibilities;
