Projects : Project HSS (Health, Safety and Security) Lead
|The Project HSS Lead shall ensure that the HSE Policy is communicated to all employees and 3rd parties, as it relates to the Health, Safety & Security aspects of the Scope and Delivery during each stage and/or phase of the Project.|
Importantly, the incumbent shall be a ‘visible presence’ and ‘drive’ the MO Safety Culture – ‘Incident Free’ through every part of the Project, including Contractors, and other 3rd Parties.
There are three ‘key’ job elements to this role in the Integrated Project Team, which incumbent shall be fully conversant with and deliver on according to the scope and deliverable requirements of each the identified ‘Key’ Stakeholders (Internal or External), and these are; Governance, Services and Monitoring, and as they relate to; Health, Safety and Security, including the; planning, collaboration, integration and training requirements for the IPT and 3rd Parties.
These responsibilities shall be delivered in line with the Maersk Values, the Maersk Oil Global HSE model and other Maersk Oil (MO) and Maersk Oil Qatar (MOQ) standards and procedures, including the development of any Project specific HSS standards and procedures.

|The incumbent will be accountable for ensuring that the HSS Policies and team are effectively managed to optimize project delivery, and the Health, Safety and Security of all parties involved in the project, and;|
•Affords challenge, support, assurance and expert advice on all matters relating to Health, Safety and Security (HSS) in order for the project to achieve objectives and performance targets;
•Promotes an enthusiastic HSS culture that delivers positive commitment to, and engages all employees in, continuous performance improvement;
•Provides functional management to HSS personnel under their control;
•Acts as a role model to increase visibility of Incident Free leadership across the provision;
•Monitor and report on the effectiveness of the Safety Management System and progress against the Health, Safety and Security (HSS) performance standards, making recommendations for improvement where appropriate;
•Provide assistance and advice to the Head of Project HSSEQ and the Integrated Project Team;
•Contribute towards developing annual HSS objectives for the project, reporting on their implementation
•Assist with the identification of HSS training needs and monitor delivery and recording;
•Consistently monitor and report on the approved HSS objectives, producing performance reports as required;
•Promptly alert line and functional management to significant accidents and incidents. Where appropriate be involved in the investigation and ensure that the findings are reported and appropriately shared;
•Review accident and incident reports with a view to identifying trends and ensuring that there is appropriate response to prevent future reoccurrence;
•Carry out audits/reviews as necessary to ensure compliance with processes/legislation.
•Use the communications plan to make IF messages very visible to the Project Team;
•Ensure that Incident risks are reported up through the project risk reporting mechanism and appropriately mitigated;
•Ensure always up to date with Maersk Oil IF policies, processes, and procedures and making IF more visible to the IPT.
•Active member of the Emergency Response Organisation;
•Contributes towards development of bids;
•Participates in HSS Function Away Days;
•Provides support to Function and/or other projects as necessary;
•Provide cover for site HSS personnel.
|Who we are looking for|
•10+ years HSE experience (Onshore & Offshore)
•Upstream Oil & Gas project experience in Greenfield and Brownfield Fixed Offshore platforms, offshore drilling, and preferably working in EPIC Contractors Site Office
•Diploma/NVQ 5 Diploma in Occupational Health and Safety (or working towards)
•NEBOSH General Certificate
•Certificate in Education (Cert Ed)
•Coaching & Mentoring
•IT proficiency - level 3
•A1 Assessor (NVQ)
•Proven expertise in operating / implementing safety programmes
•Effective communicator (Fluent in English)
•Has the seniority and experience to influence staff at all levels
•Demonstrable Visible presence and driving force
•Working knowledge of Synergi is desirable
•Working knowledge of Incident Investigation (TOPSET) is desirable
