This Facilities Management Team opportunity is calling for an experienced and motivated Lead QA/QC Engineer, with a strong background in ‘Upstream’ Offshore Oil & Gas Projects, with major Greenfield and Brownfield Scope, and Integration with existing facilities aspects, initially through the Pre-FEED and DEFINE (FEED) stages, and on Project Sanction, the EXECUTE and SUPPORT & CLOSE-OUT Stages of a major Field Development Plan.
The main purpose of the Lead QA/QC Engineer position is to follow up the development, management, implementation and monitoring of the Quality Management System to safely define, execute, commission and handover the Project on schedule, to specifications and budget in a way that fulfils Stakeholder’s policy, quality system and procedures. And, as these responsibilities and requirements relate to; Well Head, Process, Utility and Accommodation Platforms, Jackets, Bridges, Pipelines and Umbilical’s – Greenfield Scope, and also the supporting; Studies, Surveys, Outboard Well Slots (on Existing Facilities), Early Production Systems (on Greenfield Facilities), Brownfield System Upgrades (Debottlenecking), Greenfield Facility Tie-ins, Well Tie-ins, Installation, Hook-up & Commissioning, and ‘Integration’ of the Greenfield Facilities, including; ITT Packages, pre-qualification and award, Contract Management, planning, and collaboration in achieving ‘Top Quartile Project Delivery’ for a development of this scale and complexity. All of which shall be achieved to a defined level of ‘quality’ and ‘performance’, and a challenging set of stakeholder requirements, through to system and facility hand-over to Operations, including support to Operations during the initial start-up and operational/performance verification/warranty period.
The incumbent will be a ‘visible presence’ and ‘drive’ the; MO Safety Culture – ‘Incident Free’ and ‘Process Safety’ requirements, to the IPT, Contractors and 3rd parties alike, along with the Maersk Core Values.

Key Responsibilities
The Lead QA/QC Engineer is responsible for ensuring that quality of the works being delivered by the project team is in compliance with project quality plan, procedures and instructions.
The incumbent shall be responsible for, but not limited to:
•Lead the development and implementation of the quality management system, quality and technical integrity assurance framework and the establishment of the verification assurance audit program for the project (Onshore and Offshore), and by developing/establishing procedures, plans and work instructions as needed;
•Define engineering deliverables and provide QA/QC inputs to Scope of Work (SOW) for inclusion in Tenders for FEED and EPIC;
•Monitor implementation of the Asset/Project/Function Quality Management System through regular audits and reviews;
•Review and resolve technical matters related to quality management and quality control plans, ITPs, QA/QC documentation;
•Provide technical guidance and QA/QC support for procurement activities, technical bid evaluation, design reviews during FEED, detailed engineering, procurement, fabrication, testing, installation, commissioning and start-up stages of the project;
•Assist in developing and monitoring implementation of the Asset Integrity Verification Scheme throughout the Define and Execute Phases;
•Participate and provide input into technical HSE and integrity reviews;
•Establish and monitor Key Performance Indicators (KPIs) to measure quality performance in different areas of work development and at various project Phases;
•Review QA/QC audits to ensure findings are properly closed;
•Lead and guide surveillance site visits to check the work carried-out in compliance with Project quality requirements;
•Participate/witness in critical design review and testing of equipment/material and conclude failure root cause analysis of equipment/material;
•Supervise team members and support the development of Qatari Nationals by ensuring that they receive proper job training and development;
•Support handover planning and execution (in consultation with key stakeholders to ensure timely completion of the project;
•Develop and ensure QA requirements are incorporated into Tender Documents, Contracts and Purchase Orders;
•Monitor and report on compliance and nonconformities and maintain relevant records;
•Promotes Quality Awareness among project team members, contractors and vendors;
•Identify and manage risks that could impact achieving quality objectives;
•Follow up on action items and maintain status register;
•Carry out and facilitate criticality assessment sessions and develop Quality Intervention Plans for procured items;
•Develop and maintain QA/QC lessons learned register;
•Prepare monthly quality report;
•A Minimum of 15 years' experience in quality assurance/quality control (QA/QC) in Upstream Oil & Gas Industry with an Oil & Gas Company or Consultant/Contractor;
•Professional engineer with a broad QA/QC experience in Design, Construction, Commissioning, Installation and Project management;
•Extensive relevant and recent experience in offshore oil and gas facility construction;
•Management experience in establishment, operation and maintenance of quality management system in accordance with ISO/TS 29001/ISO 9000 with the capability of developing quality system, quality plans, work procedures and inspection plans;
•Well versed in quality improvement techniques, resolving issues, carrying out root cause analysis and non-conformance investigations;
•Data analysis and reporting skills;
•Experience in managing FEED, EP, EPC, EPIC Contractor;
•Proven track record of result deliveries in challenging project environments;
•Experience in managing vendors, suppliers, in source inspection, expediting and receiving inspection.
•Strong interpersonal and English communication skills – verbal and written;
•Excellent skills in Microsoft Office suite, in particular; Outlook, Word, Excel, PowerPoint, etc.;
•Ability to manage the relationship with key stakeholders;
•Team player, acting as a champion to break new grounds and self-motivated;
•Have a proactive manner in demonstrating high numeracy and interpersonal skills;
•Must have a self-starter attitude with results-oriented focus; and willing and capable to assume additional responsibilities.
Who we are looking for
Candidate with
•B.Sc. in Mechanical/Civil/Electrical/Chemical Engineering from a recognised University; higher degree would be advantageous;
•Professional qualification relevant to quality (e.g. ISO/ASME/API/NACE/ AWA/ASTM, etc.), and/or
•IRCA, UK Registered Lead Assessor, ASQ Quality Auditor or equivalent is preferable.
