This WHP Delivery Team opportunity is calling for a highly experienced and motivated Senior Operations Engineer, with a strong background in Operational Readiness and Assurance (OR&A) for ‘Upstream’ Offshore Oil & Gas Projects with major Greenfield & Brownfield scope and Integration into existing Facilities. The incumbent will also be responsible for developing the role through the agreed (WHP Delivery Manager & Head of project Operation) decision space and authority, initially through the Pre-FEED and DEFINE (FEED) stages, and on Project Sanction, through the EXECUTE and SUPPORT & CLOSE-OUT Stages of a major Field Development Plan.
There are eight ‘core’ elements to this role, which incumbent shall be fully conversant with and deliver on according to the defined Project objectives, scope and deliverables and as they are associated with OR&A aspects of the Project Scope, namely Operational Input during; FEED (Hand-over Specification –Deliverables, Performance Criteria, Design Reviews, etc.), Detailed Design Engineering (Design Reviews), Procurement (Incl. FAT’s), Construction (Inspection, Mechanical Completion, Preservation, etc.), Operational Resourcing and Training, Commissioning (Onshore and Offshore, and Punch Lists), Start-up, and Hand-over (Incl. Performance Testing, Deliverables, Warranty, Punch Lists, Carry-over, etc.), plus any supporting information, studies, surveys or preparatory works. And, as these ‘core’ elements relate to Well Head Platforms (Bridge-Linked and Remote), Riser Platform, Brownfield Upgrades, Greenfield Facility Tie-ins, Well Tie-ins, and ‘Integration’ of Greenfield Facilities, in achieving ‘Top Quartile Project Delivery’ for a development of this scale and complexity. All of which shall be achieved to a defined level of ‘quality’ and ‘performance’, ensuring the Project deliver’s on their original promises (in terms of production, cost, life-cycle reliability & availability) and the Project is fully ready for handover to the Asset Teams for the 'Operate' phase, and performing the safe and efficient operation of the Facilities in a sustainable and environmentally friendly manner.
The incumbent will be a ‘visible presence’ and ‘drive’ the; MO Safety Culture – ‘Incident Free’ and ‘Process Safety’ requirements, to the IPT, Contractors and 3rd parties alike, along with the Maersk Core Values.

Key Responsibilities
•Ensure a high level of operational contribution to FDP objectives, from the start of FEED to project Close-out;
•Ensure proactive engagement with all operating departments and liaison with and between them;
•To be able to liaise with existing operations department and Operations readiness team, and ensure the development will integrate into an existing Brownfield Asset;
•The development of Operations Readiness & Assurance (OR&A) Philosophy;
•Regularly review OR&A Guidelines to ensure they are in line with changing conditions within the company;
•Develop guidelines that will assist Site that ensure that all personnel recruited for OR&A are adequately trained and competent in their respective disciplines in accordance with regulatory requirements and company expectations;
•Facilitate Operability Assurance and Operational Readiness workshops;
•Support the collaborative working environment and ensure all operational aspects, such as WRFM, I&R, production, well services, drilling and CWE, is evaluated and embedded into the philosophies/strategies;
•Support the Operations and the Project in meeting key objectives such as safety, cost efficiency, operability, reliability, maintainability, production availability/efficiency;
•Ensure that all persons within the project OR&A team fully comply with all Project HSE requirements. Achieve Project Target of Zero LTI;
•Promote OR&A health, safety and environmental awareness through inductions, training, inspection and promotions;
•Assist in investigation all incidents/accidents and near misses and present reports accordingly.
To execute key OR&A deliverables as per company guidelines and standards:
•Contribute to the key operational deliverables, which reflect the PMP Stage of the Project;
•Assure compliance to MO Standards & Project specific requirements;
•Delivery of Designated FPD (Flawless Project Delivery) aspects as directed;
•Assure implementation of the Competence Program, Vendor Training Plan, HSE Plan, and HSE Management System;
•Develop Commissioning Plan and deliverables based on project integrated plan and the systematic completions tool;
•Develop Operations Field staff Mobilization Plan and staff model, work with Ops Support for timely delivery Mob plan;
•Contribute and input to Integrated Activity Planning requirements;
•Contribute to OR&A Plan and monthly report;
•Contribute to the development of Sensitive Leak Testing and Isolation Plans;
•Contribute to the development of the detailed Start-up plan;
•Develop the field capability so as to be ready for Operational Readiness Reviews;
•Help Develop Document handover package in conjunction with the project teams;
•Interface with Commissioning so as to drive RFO to fit the agreed Start-up plan;
•Ensure all Operations routines are entered into SAP and scheduled appropriately;
•Develop Ownership handover documentation and assurance process to on seat Operations Manager;
•SIMOPS; Concurrent operations of Drilling, Construction, Operations and Commissioning;
•Ensuring the design and plans reflect the desire to have a phased start up become a reality.
Who we are looking for
Candidate with
•Bachelor degree (or relevant industry experience) in Engineering preferred, or discipline specific qualification.
The ideal candidate applies professional production, engineering, construction, project management, operational management and project delivery principles, practices, and techniques to ensure Operational Readiness, satisfied stakeholders, allied with the following requirements:
•Min 12 yrs. experience in Upstream Offshore Oil & Gas Facilities- production, construction, maintenance and commissioning with a good understanding of technical integrity management systems, project management systems, quality and technical assurance systems, change management, waiver/query management;
•Seasoned operations professional with solid years of production / maintenance experience, project execution, field start-ups, and/or project supervision (e.g. commissioning);
•Extensive experience in Project/Facilities/Construction Engineering or Operations work;
•Experienced in implementing OR&A programs for oil & gas majors;
•Developed professional technical integrity related manuals/ procedures/guidelines;
•Team player. Excellent inter-personal and leadership skills with good communications skills (i.e. report writing and presentations) are essential. Working under pressure in challenging environment;
•High awareness of safe working practices associated with FEED, design, construction, pre-commissioning, installation, hook-up and commissioning of oil & gas facilities;
•Effective planning and organizational skills, with the ability to work with a high degree of accuracy and recall. An understanding of the organisations business matters is crucial in order to be able to identify and control documentation effectively;
•Develop & implement a customized OR&A programme;
•Well conversant with an oil & gas operating company plant & project activities with a focus on global OR&A best practices;
•Able to take sound OR&A decisions in co-ordination with technical authorities, plant engineers, project management teams, etc. to safeguard asset integrity of all projects;
•Ability to successfully manage relationships with key stakeholders;
•Capable of rigorously implementing and enforcing global standards, procedures and HSE work processes;
•Ability to organize work load and to manage a filing methods and management techniques;
•Effective planning and organizational skills, with the ability to work with a high degree of accuracy and recall. An understanding of the organisations business matters is crucial in order to be able to identify and control documentation effectively;
•Project liaison experience;
•Knowledge in WRFM, I&R and CWE activities;
•Knowledge of Integrated Activity Planning (IAP).
